Hi Mitch,
only one of the contacts is contacting - one direction is switching the idle contact and indicating 'throttle closing' , the other direction is indicating 'throttle opening' and allowing the extra acceleration pulses.

Make shure the brown arm that wears the contacts runs against the extra 'stop sheet' in idle position and closes the 'drag contact'.
The idle position is switched by this 'drag contact'.

It is possible to get a false 'zero-reading' between pins 9 and 20 because the 'turning arm' has a hindering.

edit: the side you marked by the arrow is the acceleration side, the opposite one the  'decceleration and idle switch' side.
